OVERALL JOB OBJECTIVE: Under limited supervision meets the goals and objectives of the Open Space and Mountain Parks Visitor Master Plan by taking new trails, major trail reroutes, and major trails maintenance projects from the planning stage through completion. This will require developing all documents necessary for contractors to bid on and construct the project. This will include both design and build and construct only contracts. DUTIES AND RESPONSIBILITIES: 1) Responsible for implementing specific trail project priorities identified in the Visitor Master Plan and collaborates with recreation and environmental planners and other trail specialists to determine project definition, priority, scheduling and funding. 2) Prepares Requests for Proposals, Scopes of Work and Task Orders for contracted projects for bid publication and solicitation. 3) Prepares construction cost estimates for trail projects to be contracted. 4) Evaluates contractor proposals for completeness, appropriateness of response. Checks references. Makes recommendations to Recreation Resources Program Coordinator and participates in selection of contractors to conduct specified work. 5) Administers and oversees contracts to insure contractor compliance with project specifications, quality control standards, permit requirements, and technical accuracy and uniformity. Has final acceptance authority. 6) Insures all state, county, city and departmental permits, requirements and regulations are strictly followed on contracted job sites. 7) Acts as liaison between contractors and city of Boulder. 8) Works cooperatively in a multidisciplinary team approach to insure that contracted trails projects are done and completed appropriately. 9) Performs related duties as required to meet the needs of the city. 10) Takes proper safety precautions, anticipates unsafe circumstances and acts accordingly to prevent accidents. Responsible for the safety of self and others, materials and equipment. Uses all required safety equipment and follows all safety regulations, policies and procedures. Reports all accidents and damage to city property. 11) Responsible for knowing and complying with all city and department policies; participating in professional trainings and development; and adhering to attendance and workplace attire policies. POSITION TITLE: Trails Contracts Coordinator CHAIN OF SUPERVISION: (1) TITLE OF IMMEDIATE SUPERVISOR: Recreation Resources Program Coordinator (2) TITLE(S) OF POSITIONS OVER WHICH THIS POSITION HAS DIRECT SUPERVISION: None. MACHINES AND EQUIPMENT USED IN WORK INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING: Vehicles, personal computers, telephones, photocopy machines, facsimile machines, calculators, clinometers and measuring wheels and other measuring devices. REQUIREMENTS: College degree in any life science, outdoor recreation, recreation resources, construction management or environmental program. Minimum of three (3) years experience in trails design, maintenance and construction. Experience with contract design and review, including plan and drawing interpretation, scopes of work, task order specifications, Requests for Proposals and bid solicitations. Experience with on-site contractor oversight, including project specifications, quality control ,technical accuracy and change orders. Experience with trails / recreation area construction cost estimating. Demonstrated ability in communication, organization and interpersonal skills, including the ability to function within an interdisciplinary decision making environment. Basic proficiency with both Microsoft Word and Excel. DESIRED QUALIFICATIONS: Extensive experience with contract design and management. Extensive trail design experience. Knowledge of database software. WORKING CONDITIONS: Able to work in outdoor mountain and plains environments, in all weather conditions, as well as in office environments. Ability lift up to 40 pounds several times a day and to perform a wide range of strenuous physical and manual tasks in an outdoor environment. Ability to use standard office equipment including personal computers, calculators and copy/fax machines. |
